Who Was Oliver McGowan and Why Is This Training Important?
Oliver McGowan was an autistic teenager with a mild learning disability and epilepsy. In 2016, he tragically died after being given antipsychotic medication against his and his family’s wishes, resulting in a fatal reaction. His death exposed serious gaps in healthcare professionals’ understanding of autism and learning disability.
In response, Oliver’s mother, Paula McGowan OBE, led a national campaign that resulted in the development of the Oliver McGowan Mandatory Training on Learning Disability and Autism, which is now a government-backed programme now named in Oliver’s memory.
Is the Oliver McGowan Training Mandatory?
Yes. As of 1 July 2022, Section 181 of the Health and Care Act 2022 requires all CQC-registered health and social care providers in England to ensure staff receive training on autism and learning disability that is appropriate to their role.
The Oliver McGowan Mandatory Training is the Government’s recommended way to meet this legal requirement. CQC inspectors expect providers to show evidence of completion, tier allocation, and relevance to staff roles.
What’s the Difference Between Tier 1 and Tier 2?
Both Tier 1 and Tier 2 training start with a nationally recognised e-learning module, but the live component varies depending on staff responsibilities.
